§ Mr. Monroasked the Secretary of State for Scotland if he will make a comprehensive statement on the financial and other help available to householders, businessmen, farmers and local authorities following the floods in the Borders and Dumfries and the snowstorms in the North this winter; who is responsible for helicopter and fodder costs; and if the aid available is exactly comparable with that given to other areas of the United Kingdom afflicted by storms and flooding.

379Wthroughout the country in aid given from money provided by Parliament. We have undertaken to give local authorities a special grant of 75 per cent. on excess costs. Consideration of whether any financial help should be given to private persons and whether we should seek to recover any part of the expenses incurred by Government will depend on further information which we are seeking to obtain as soon as possible.
