asked Her Majesty's Government:

How many amendments to the Helsinki Final Act have been proposed by the United Kingdom at the Belgrade CSCE follow-up meeting.

The MINISTER of STATE, FOREIGN and COMMONWEALTH OFFICE (Lord Goronwy-Roberts)

The British Government agree with other participants in the Conference on Security and Co-operation in Europe on the need to maintain the authority of the Final Act undiminished and unchanged and therefore unamended. The United Kingdom delegation put forward at Belgrade 22 proposals for improving the implementation of the Final Act. These were designed not to amend it, but to build constructively on its existing provisions.
