§ Mrs. Winifred Ewingasked the Secretary of State for Scotland if he will take steps to ensure that, at the time of a referendum being held in Scotland under the terms of the Scotland Bill, the electoral register in Scotland will be brought up to date to ensure that the 40 per cent. provision in the Bill will be calculated on the living and not on the living and dead members of the roll.
