asked Her Majesty's Government:

Whether they agree that it would be desirable in the negotiations for an EEC "sheep-meat régime" that a two-tier system of prices should be considered with a relatively low price, and perhaps duty-free entry, for frozen or chilled meat, and a relatively high price for fresh meat.

The Government view is that, if it proves necessary to introduce a Community organisation for mutton and lamb, it should be a market-related measure and not one which distorted the market relationship between fresh and frozen lamb by forcing fresh lamb prices to a predetermined level with adverse effects on United Kingdom prices and consumption.
