Mr. Sproat

asked the Secretary of State for Scotland what has been the total cost, including all main constituent costs such as expenditure on their own programmes, wages, rent, heating, lighting and maintenance, &c., for the last 12 months for which figures are available, of running the following bodies: the Parole Board for Scotland, the Legal Aid Central Committee, the Scottish Sports Council, the Independent Schools Tribunals, the Horse-race Betting Levy Appeal Tribunal for Scotland, the Council on Tribunals, the Scottish Committee and the Committee of Investigation for Scotland, respectively; and what are the projected costs for each body for 1978-79.

asked the Secretary of State for Scotland what has been the total cost, including all main constituent costs such as expenditure on their own programmes, wages, rent, heating, lighting, and maintenance, &c., for the last 12 months for which figures are available, of running the following bodies: the Livingston Development Corporation, the Irvine Development Corporation, the Glenrothes Development Corporation, the East Kilbride and Stonehouse Development Corporation, the Cumbernauld Development Corporation, the Countryside Commission for Scotland, and the Economic Consultants to the Secretary of State for Scotland, respectively; and what are the projected costs for each body for 1978-79.

The most recently published figures for the five Scottish new town development corporations and for the Countryside Commission for Scotland are set out in their annual reports for 1976-77 and 1977 respectively. Provision for net capital expenditure of £45.2 million by the development corporations in 1978-79 has been included in "The Government's Expenditure Plans, 1978-79 to 1981-82"—Cmnd. 7049: corporations' administration costs are not, however, estimated centrally.

The information is set out in the following table. The figures for the Historic Buildings Council, which is an advisory body, relate to the chairman's emoluments and members' expenses. The Council is serviced by stall of the Scottish Development Department and the cost is not separately identifiable.

The cost of accommodation for the first six bodies listed in the table is met by the Property Services Agency Vote. Class XIV.1.

The estimate of grant-aid to the Countryside Commission for 1978-79 is shown under subhead L2 of the Other Environmental Services etc. (Scotland) Vote, Class VIII.4 of the Supply Estimates.

Expenditure relating to the economic consultants to the Secretary of State is in respect of fees paid and travelling and subsistence. In 1977-78 these amounted to £520 and for 1978-79 are estimated at £820.

The Scottish National Health Service Staff Commission was wound up on 31st March 1977. The General Medical Council, the General Dental Council and its subcommittee, the Ancillary Dental Workers Committee, are not Government financed.

The expenditure quoted relates to salaries, fees and incidental expenses only. The cost of accommodation and maintenance in relation to the Crofters Commission and the Red Deer Commission is met by the Property Services Agency Vote, Class XIV. 1. The Herring Industry Board is only partly financed from Exchequer funds and details of its accounts are contained in the board's annual report for 1977, copies of which are available in the Library.
