§ Mrs. HartThe main purpose of the limited financial aid programme to non-associates is to improve the living standards of the most needy sections of the population, and particularly to develop the rural environment and improve food production. Direct aid for family planning projects is not ruled out but so far no such schemes have been brought forward. The process of economic and social development is, of course, essential to change in family systems.
