§ 36. Mr. John H. Osbornasked the Secretary of State for Prices and Consumer Protection if it is now his intention to discuss with trade associations and industries the definition of Section 36(2)(a) of the Trade Descriptions Act 1968 in those instances where basic materials and components are purchased from overseas, but the final product is considered to be made in Great Britain, in order to clarify what is meant by "substantial change", particularly in as far as it affects the cutlery industry.
§ Mr. John FraserWhat may or may not constitute a substantial change for the purposes of Section 36 of the Act is a matter for the courts to decide. My right hon. Friend is not aware that any difficulties of interpretation by the courts have yet arisen which might necessitate an order under Section 36(2)(a).
