§ Mr. Martenasked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the latest proposals and position regarding pay and allowances for directly-elected members of the European Assembly.
§ Mr. JuddArticle 13 of the Council Act of 20th September 1976, which provides the legal basis for the determination of the emoluments of directly elected Members of the Assembly, requires a unanimous decision by the Council of Ministers on a proposal from the Assembly after consultating the Commission. The Act has now been ratified by all member States and will enter into force on 1st July. On 6th June my right hon. Friend drew the attention of the Council to the need for a decision on salaries in good time before the elections are held.
