§ Mr. Clinton DavisIt is difficult to make firm forecasts of aviation security expenditure and of traffic at this range. The rate will be fixed towards the end of the year when draft regulations are laid before Parliament. But unless there are very exceptional developments I hope that the rate of levy will not exceed 90p per arriving passenger.
