§ Mr. BishopThe Commission's proposals for a potato regime were first presented at the start of 1976 and have been under discussion ever since, most recently at the Council meeting earlier this week. The result of the Council was announced in a reply given to my hon. Friend the Member for Birmingham, Ladywood (Mr. Sever) on 21st June 1978.
