asked the Minister for the Civil Service, following the request of the chairman of the Commission for Racial Equality that employers should keep records of the ethnic origin of their employees, what proposals he has to implement this in the Civil Service.

It is hoped to publish shortly a study commissioned from the Tavistock Institute of Human Relations on equal employment procedures and practices in the Civil Service with special reference to racial discrimination.

The Government will consider in the light of this study and in consultation with staff and other interests what methods of monitoring might be applied in the Civil Service, taking account of the guidance issued by the Commission for Racial Equality and resource constraints.
