§ Mrs. Shirley WilliamsMy right hon. and learned Friend, the Secretary of State for Wales and I have just received the report of the steering committee chaired by Sir James Waddell, which has been looking into the Schools Council's proposals for a common system of examining at 16-plus to replace the General Certificate of Education O level and Certificate of Secondary Education examinations. I shall be considering the Committee's findings before reaching a decision on this matter.
