§ Mr. Harold WalkerThe Advisory, Conciliation and Arbitration Service's reports on the recognition references from the Association of Polytechnic Teachers (APT) in respect of staff at three polytechnics—North London, Portsmouth and Lanchester—each state that the Service has made no recommendation for the recognition of the APT because in its view such recognition would fragment the existing collective bargaining machinery and would not be helpful to the development of good industrial relations.
