§ Mr. GoldingI am informed by the Manpower Services Commission that the average total cost of a place at skillcentres based on expenditure for 1976–77 is £5,060 a year, including an average amount of £1,978 for allowances and an attribution for overheads in addition to those incurred at skillcentres.
