§ Mr. Adleyasked the Secretary of State for the Environment if he will acknowledge as his departmental responsibility the situation arising when his inspector's ruling on a planning matter, which is designed to protect the environment, is overridden by a local authority, contrary to the clearly expressed wishes of the people living in the area concerned.
