§ Mr. MoyleThough it will never be possible to guarantee to protect every child against the risk of non-accidental injury, I believe that the arrangements which have been made throughout the country for the management of non-accidental injury cases and for ensuring that preventive or supportive action is taken at the earliest possible stage are helping to reduce that risk for many children.
