§ Mr. Robin F. Cookasked the Secretary of State for Foreign and Commonwealth Affairs if he will raise in the United Nations as being a threat to world peace the construction by the Government of 86W South Africa of a nuclear weapons test site within the Kalahari.
§ Mr. LuardNo. The United Kingdom and others have been urging South Africa to sign the nuclear non-proliferation treaty and accept international safeguards on her nuclear facilities. We regard this approach as more promising at the present time. South Africa has stated that she does not have and does not intend to develop nuclear explosive devices and that the Kalahari site was not being developed for nuclear explosions.
