Mr. Kenneth Clarke

asked the Secretary of State for Social Services whether he proposes any improvement in the procedures whereby holidaymakers intending to visit EEC countries can obtain the appropriate form to obtain free emergency medical treatment when abroad; and whether he is satisfied with the proportion of intending holidaymakers who actually obtain the appropriate form and make themselves eligible for treatment should they need it.

A revised edition of the Department's leaflet SA28 and application form for the certificate of entitlement to free or reduced cost medical treatment when visiting other EEC countries is being issued in August. This, together with revised instructions to local social security offices, should result in simplification. If the hon. Member has any particular difficulty in mind, I shall be glad to look into it.

My Department gives the maximum publicity possible for this facility, within current limitations on expenditure, including through the travel industry and Press. The number of certificates issued for this holiday season has increased by 40 per cent. over last.
