asked the Secretary of State for Social Services if he has any plans for increasing the number of beds in medium-security mental hospitals for persons not considered sufficiently dangerous to warrant committal to Broad-moor, Rampton or Moss Side, but dangerous enough to cause open mental hospitals to be reluctant to receive them.

Regional health authorities in England have been asked as a matter of urgency to establish a regional psychiatric unit in each region, with the aim of providing a total of 1,000 places and to make interim secure arrangements in the meantime. The need for further places will be reviewed in the light of experience.
