asked the Secretary of State for the Environment what was the average domestic rate payment in respect of services provided by (a) metropolitan district authorities, (b) non-metropolitan district authorities, and (c) London borough authorities in 1975–76, 1976–77 and 1977–78.

The latest estimates for authorities in England and Wales are as follows:

asked the Secretary of State for the Environment if he will consider introducing legislation or an official circular to amend circular 82/69 "Housing Standards & Costs, Accommodation for Old People" to enable existing cost yardsticks to be exceeded where the provision of more costly accommodation meets a specific demand likely to relieve pressure on other public services.

A draft circular which will form the basis for consultation with the local authority associations and other interested bodies is being finalised; it will deal with the question of standards.
