§ Mr. Leeasked the Secretary of State for the Environment how many representations he has received from local authorities in the West Midlands County area regarding their inability to pay compensation to owners of property 151W adjacent to structures demolished by such local authorities on those occasions when the adjacent properties have been damaged in circumstances not amounting to actionable negligence.
