§ Mr. Clinton DavisThe marine safety corps scheme, which was conceived and proposed to the Inter-Governmental Maritime Consultative Organisation—970W IMCO—by the United Kingdom in April 1977, is an international initiative to encourage and support the adoption and effective world-wide enforcement of marine safety conventions. I am pleased to announce that, in response to a request from IMCO on behalf of the Republic of Panama, we have agreed to provide two senior members of the Department of Trade's marine survey organisation who will be able to provide advice and guidance to the Government of Panama's maritime safety services.
