Mr. Anderson

asked the Secretary of State for Wales if he will indicate the factors taken into account in the selection of designated districts in Wales under the Inner Urban Areas Bill.

The following table sets out the basic data as respects the five districts in Wales for designation under the Inner Urban Areas Bill whose selection was announced in my right hon. and learned Friend's reply to my hon. Friend on 19th May. As well as the factors described by my right hon. Friend the Secretary of State for the Environment in his reply dated 13th June—[Vol. 951, c.468–78]—we had to bear in mind that a substantial proportion of Wales' population live in urban areas which demonstrate problems of social and physical decline comparable with those of inner cities, together with industrial decline largely caused by the run down of the coal and steel industries.
