asked the Secretary of State for the Environment if, in the light of public concern in the United Kingdom for human rights, he will issue a circular to local authorities suggesting that they should consider naming streets or squares or civic buildings in honour of political prisoners, for example Nelson Mandela.

My right hon. Friend has at present no plans to issue such a circular. There is nothing to prevent local authorities naming their streets, squares and buildings in this way if they wish.
