Mr. Arthur Lewis

asked the Minister for the Civil Service (1) whether he will give details of any group of workers in the public service who had an industrial court or committee of investigation inquire into their salaries and conditions of service who have not had such recommendations implemented since 1974; and when he expects to implement such recommendations;

(2) whether he will list the number of independent committees which have been established to ascertain the proper salaries and conditions for defined public servants; when these committees reported; and if he will publish a summary of such reports which the Government have accepted and implemented or given notice of implementation, and of those where no action has been taken and, in the latter cases, when he expects to implement these reports.

I can only answer for those areas in which my Department has a direct interest—that is, industrial and non-industrial civil servants, the Review Body on Top Salaries (TSRB)—other than its Parliamentary reports—and the Review Body on Armed Forces Pay (AFPRB). The two review bodies were established in 1971.

TSRB has produced the following reports under its standing remit:

  • Report number 2 (Cmnd 5001)—published June 1972
  • Report number 3 (Cmnd 5372)—published July 1973
  • Report number 4 (Cmnd 5595)—published June 1974
  • Report number 6 (Cmnd 5846)—published December 1974
  • Report number 10 (Cmnd 7253)—published June 1978
With the exception of part of report number 6, which has now been overtaken by report number 10, all the main recommendations of these reports have been accepted by the Government. Those in report number 10 are being implemented in stages to April 1980.

AFPRB has produced the following reports:

All the recommendations of these reports have been accepted by the Government. Those in report number 7 are being implemented in stages to April 1980.
