asked the Secretary of State for Education and Science what was the average pupil-teacher ratio in England and Wales in June 1978 (a) in primary schools, (b) in secondary schools and (c) in all maintained schools.

Information about pupils and teachers in schools is collected by my Department in January of each year. Provisional figures for January 1978 indicate that the average ratios of pupils per qualified teacher within maintained schools in England were (a) 23.6 for primary schools—including middle deemed primary schools and immigrant centres—(b) 16.9 in secondary schools—including middle deemed secondary schools—and (c) 20.0 for all maintained schools—excluding nursery and special schools.
