asked the Secretary of State for Employment what progress has been made in the last two years in the advance of industrial democracy.

The "Report of the Committee of Inquiry on Industrial Democracy" (Cmnd. 6706) was published in January 1977 and stimulated much public interest and debate. The Government's White Paper on "Industrial Democracy" (Cmnd. 7231) was published in May 1978. It draws attention to the pattern of progress in recent years and sets out the Government's proposals for legislation.
