BrownIt has not been necessary to institute a specific grant scheme under section 11 of the Local Government (Scotland) Act 1966 when assistance can readily and simply be made available to appropriate projects under the urban programme for which substantially increased funds have been made available. My right hon. Friend will, however, keep this arrangement under review.
