§ Mr. Arthur Lewisasked the Secretary of State for Foreign and Commonwealth Affairs to what extent his policy of banning the entry of the Soviet Minister for Coal into the United Kingdom in protest at the Russians breaking the Helsinki Agreement on human rights will be followed in the case of other official Government representatives of the Soviet Union.
§ Dr. OwenAs my hon. Friend told the hon. Member for Gosport (Mr. Viggers) on 18th July, I expressed the out-602W rage of British opinion at Soviet actions in advising that the visit of the Soviet Minister for the Coal Industry should be postponed. No other senior Soviet representatives are due to visit Britain in the immediate future; but my right hon. Friend, the Secretary of State for Defence has also decided, on my advice, to postpone a visit to the USSR by officers of the RAF Staff College at Bracknell arranged for September, and to withdraw a British Services team from the world helicopter championships starting in the USSR on 28th July.
