§ Mr. Higginsasked the Secretary of State for the Environment if he has decided that it is necessary for new carpets to be laid in Members' rooms in the Upper Committee Corridor South during the Summer Adjournment; what is the cost of this proposal; and whether, in view of the present satisfactory condition of the carpets, he will defer implementation of the decision for at least a year in order to save the taxpayer money.
