§ Miss Margaret JacksonMy Department is continuing its efforts to develop proposals that without significantly increasing public expenditure will both avoid some of the anomalies that arise under the existing provisions and also command more support than the proposals for a new scheme canvassed in 1973 and 1975. This is a very difficult problem to solve, and some form of distance criteria may have to be retained.
