§ Mr. HoramSince 1938 the number of vehicles on our roads has increased from 3 million to 20 million and the number of drivers from 4½ million to 26 million. My concern must be to ensure that the present licensing system is capable of dealing efficiently with the new numbers. As I have previously told the House, I believe that we are making useful progress.
