asked the Secretary of State for the Home Department which organisations advised him not to accept the recommendation of the Select Committee on Race Relations and Immigration to set up a top-level working party to examine relations between the police and the West Indian community.

This was not a matter on which the Government sought advice from any organisation before reaching a decision. Our response was based on our judgment of the matter, bearing in mind all relevant considerations and, in particular, the local and national initiatives which were already under way.
