§ Mr. EnnalsThe pace of change to a fairer distribution of resources for hospital and community health services between and within the health regions in England is governed by economic constraints and the time needed to plan effective redeployment of resources without damaging important existing services. I shall not be satisfied until an improving national economy allows us to devote more resources to the NHS and speed up the progress to fairer shares.
