§ Mr. Merlyn ReesImplementation of these provisions remains the aim of the Government, but it would be neither practicable, nor in the interests of justice366W or of the young people themselves, to withdraw from the courts the power to make borstal and detention centre orders in respect of the juvenile offenders, until satisfactory alternative facilities have been developed.
