§ Mr. GoldingThe availability of housing of all types undoubtedly restricts mobility, but it is not possible to isolate the impact of housing compared with other factors. Local authorities are being encouraged to take account of the needs of incoming workers in their housing investment programmes. My right hon. Friend has already announced the Government's intention to ease residential qualifications in the interests of mobility.
