§ Mr. Kenneth Clarkeasked the Prime Minister which Ministers in the European Council of Ministers are now considering the final decision on the proposal that there should be a section of the European Regional Development Fund outside the national quota arrangement.
§ The Prime MinisterDiscussions on this proposal are still continuing at official level. Ministerial decisions about the allocation and administration of the European Regional Development Fund for the period 1978 to 1980, including a possible non-quota element, are likely to be taken in due course by the Council of Ministers (Foreign Ministers).
