§ Mr. Martenasked the Secretary of State for Foreign and Commonwealth Affairs if he will list the management committees which have been set up within the EEC Commission whereby the Commission can make regulations instead of the Council of Ministers, stating the subject which each committee covers: whether any further management committees are envisaged; whether they take decisions on a qualified majority; and how their proposals come before the Select Committee on European Legislation.
