§ Mr. Merlyn ReesThe timetable for the start of a fourth television service would depend on many factors, of which the engineering work would be only one. I would ask the hon. Member to await the Government's proposals on the future constitution, structure and organisation of broadcasting, which I hope to publish in the form of a White Paper.
