§ Mr. Adam Hunterasked the Secretary of State for Scotland what recent representations have been made to him to allow Dunfermline District Council borrowing powers to finance the provision of the first phase of a sports complex in Dunfermline; and what progress has been made.
§ Mr. McElhoneOfficials of my Department met officials of Dunfermline District Council on 5th December 1977 to discuss the council's proposals for capital expenditure on general services, which includes leisure and recreation. Councils will be advised in March 1978 of their final capital expenditure allocations for 1978–79, and, in accordance with the new system of local authority financing planning, it will be for them to decide, on the basis of the resources available, which projects should take priority.
