Friend's understanding is that community councils 319W are in the same position as the numerous voluntary bodies and associations which for many years have carried out activities of the kind which community councils will undertake, without experiencing difficulty over the legal liability of their members. My right hon. Friend is not therefore persuaded that there is any need to amend the law relating to community councils.
