asked Her Majesty's Government:

Whether, in the light of the heavy incidence of the quarterly "Rental (and other recurring charges)" for a telephone, arrangements might be made for old-age pensioners (whose outgoing calls may be few) to use travel tokens towards defraying this outlay, in the same way as they can do so for a TV licence.

This is a matter for the Post Office and the individual local authority concerned. I therefore suggest that the noble Lord write to the chairman of the Post Office about this matter.
