§ Mrs. Shirley WilliamsResponsibility for such appointments rests jointly with school governors and local education authorities. The consultative document on Education in Schools, published in July, Cmnd 6869, invites authorities to consider whether their present arrangements are securing the best possible appointments, and also whether they are doing enough by way of in-service training of head teachers and of those aspiring to become heads.
