asked Her Majesty's Government:

Whether they will undertake to have a referendum held in Dominica before the granting of independence to the Dominicans.

Detailed reports of the Parliamentary and public debate on independence in Dominica are now being studied. If we are satisfied that independence is widely supported in Dominica we will recommend to Parliament that Dominica should proceed to independence. If some further process of consultation seems necessary, we shall consider with both parties in Dominica what form it should take.
