asked the Secretary of State for Industry which are the specific locations granted special development area status in 1977; and if he will identify the criteria applied in each such case.

Mr. Cryer

The employment office areas of Arbroath, Cumnock, Dundee, Kilbirnie and Lanark were designated as special development areas in 1977. The criteria applied are those laid down in Section 1(4) of the Industry Act, 1972 which requires the Secretary of State to have regard toall the circumstances actual and expected, including the state of employment and unemployment, population changes, migration and the objectives of regional policies.
