Member for Perth and East Perthshire raised with him on 28th October 1977, namely, the legality of the confidential circular issued to the secretaries of health boards in Scotland instructing them to impose sanctions against companies considered to be in breach of a pay policy.

On the point raised, I know of no grounds on which the legality of the circulars could be challenged.
