§ Mr. Charles R. MorrisThe 10 per cent. guideline does not apply to increases in pensions in either the public or the private sector. Civil servants do, of course, pay towards the cost of their pensions, both by direct contributions for widows and family benefits and by other adjustments made in the course of pay research settlements.
