§ 31. Mr. Farrasked the Secretary of State for the Environment what consultations he has had with the Association of County Councils and the Association of District Councils regarding his proposals to move the responsibility for certain services from some counties to some districts.
§ Mr. ShoreThe associations put forward written views in response to the consultative document "Devolution: the English Dimension", and I had informal discussions with them last September.
