Friend does not at present intend to make any appointment to the board of the British Steel Corporation until he has received a report from Sir Charles Villiers on the results of his consultations with the unions about industrial democracy. In 769W the meantime, I am satisfied that the board is taking Scottish interest fully into account in all its deliberations and decisions.
