§ Mr. LuardThe United Nations resolutions are very wide-ranging but are not mandatory. United Nations officials concerned are working on their terms of reference and they expect to make a tour of European countries shortly to discuss with the major international broadcasters, including the BBC, the possibilities of co-operation. The Government agree that this seems to be the best way to proceed, but in any case it will be for the BBC itself to assess the United Nations proposals when they are known in greater detail.
